Am I A Laowai?

I was born in the United States, grew up in the United States, and am a hell of a lot more fluent in English and American culture than in Chinese and Mandarin. But my parents came from China, so I look Chinese.

Is Dashan (大山） a Laowai? He's lived in China as long as I've been alive. His Chinese is a hell of a lot part than mine, (possibly better than his own English now too?) and he knows a hell of a lot more about Chinese culture/history/whatever than I do. But his parents weren't from China, so he doesn't look Chinese.
